Am I misreading this, or does it allow state attorneys general to circumvent federal courts by going to AG Gonzales (hello???) to fast-track executions?

It doesn't make sense to execute somebody if there's even a teeeeeeeny chance that they are innocent. It has been proven that there have been cases where innocent people have been executed, which to me says that if anything we should be more careful, not more quick.
