Having done debate... yeah I don't get the talking fast thing either, I hated that. The idea behind it is to not let your opponets debate each talking point during their rebuttal... yes it sounds basicly childish, talking so fast that the other person can't react quickly enough... I did enjoy Debate and some of the people are really cool but some have sticks so far up their asses you'd swear their doctors were trying to get a throat culture the wrong way.
